President Nursultan Nazarbayev has signed a Decree "On appointment on October 1, 2014 of the election of deputies to Senate of the Parliament of the Republic of Kazakhstan", Kazpravda.kz. reports.
"In accordance with subparagraph 2) of Article 44 of the Constitution of the Republic of Kazakhstan, Article 69 of the Constitutional Law of the Republic of Kazakhstan dated 28 September 1995 "On elections in the Republic of Kazakhstan ", due to the expiration of the constitutional term in office of Senate deputies of the Parliament of the Republic of Kazakhstan, elected in October 2008, I decree: 1 To assign elections to the Senate of the Parliament of the Republic of Kazakhstan to 1 October 2014. 2 Government of the Republic of Kazakhstan, the mayors of Astana and Almaty, governors of the regions will take action on the organizational, logistical and financial support of the election of deputies to the Senate of the Parliament of the Republic of Kazakhstan. 3. This Decree comes into force from the date of publication, "- says the decree, published in the official press.
"The nomination of candidates for deputies to the Parliament’s Upper House starts on the day following the day on which the election was appointed, and ends one month before the election day", - says Kazakhstan’s election law. Thus, from August 2 starts the nomination of candidates at the sessions of maslikhats of Astana and Almaty, regions, cities and districts, or through self-nomination. The decision to nominate a candidate to the Senate is taken by a majority of vote in a maslihat. The election results are announced by the Central Election Commission no later than 7 days after the poll day.
The upper house is comprised of 47 deputies; 15 of them are appointed by President, 32 are elected by maslihats (2 from each region, the capital and the city of republican status). The Senate deputies are elected for a term of 6 years. Every 3 years half the senators (16) are re-elected. The last elections took place in 2011.
