Chairman of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan Atygay Arystanov at a briefing in the CCS announced the statistics of road accidents involving scooters and mopeds, Kazpravda.kz correspondent reports.
“Last year, 68 accidents involving mopeds and scooters were registered, as a result of which one person died and 68 were injured. Since the beginning of the year, no accidents involving mopeds and scooters have been registered,” Atygay Arystanov said.
Meanwhile, according to him, summer will soon begin, that is, the season of active use of these vehicles comes. In this regard, he urged parents to think a hundred times before buying a scooter for their child.
“The issue is serious. Indeed, people on scooters and mopeds violate traffic rules, ride without a helmet. We buy scooters, mopeds for children. You have to understand that this is a risk. We must understand that these are not toys, but a means of transportation,” the speaker added.
Meanwhile, Arman Aitybekov, deputy head of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, noted that not only Kazakhstan, but also other countries of the world are facing such a problem. And this is largely due to the fact that there is no classification of types of electric scooters in the regulatory legal acts, since it is impossible to attribute them to a certain type of transport, like scooters or mopeds, due to a number of fundamental technical differences and operating features.
At the same time, the lack of classification and technical requirements for these devices does not allow to legally establish the necessary methods of technical regulation, including the rules for market circulation, commissioning, and safety requirements.
“The issue of developing appropriate national standards for this type is being worked out. We need to understand - is it a device or a vehicle? We cannot attribute it to a vehicle for a number of reasons. First of all, it has no braking system, no turn signals, no headlights, and so on. Therefore, as soon as we get the standard, we will develop uniform standard rules for them,” the speaker concluded.
