The Minister of Finance of the Republic of Kazakhstan Yerulan Zhamaubayev at a meeting of the Government of the Republic of Kazakhstan said which ministries have the largest amounts of non-disbursed funds from the republican budget, Kazpravda.kz reports.
"State budget expenditures were executed by 99%, republican - by 99.5%, local budgets - by 98.8%. As for the republican budget, expenditures were made in the amount of about 4 trillion tenge. Non-disbursement amounted to 20 billion tenge, 5 billion tenge of which - savings. 15 billion tenge has not been disbursed," the speaker said.
According to the minister, the largest amounts of non-disbursement have developed in the ministries of health, culture and sports, foreign affairs and ecology, geology and natural resources.
"The main reasons for non-disbursement: long procedures for concluding contracts, the absence or failure to submit documents confirming the validity of the payment, late submission of invoices for payment to the treasury authorities, untimely submission of acts of work performed, invoices, failed public procurement tenders, lack of need to spend funds in the reporting month," added Zhamaubayev.
He noted that the expenditures of local budgets amounted to 1 trillion 855 billion tenge. 22 billion tenge was not executed.
"This year, the regions are provided with targeted transfers in the amount of almost 2.6 trillion tenge. As of April 1, they were allocated 490 billion tenge. Of these, 99% was disbursed, 5 billion tenge were not executed, including savings - 2 billion tenge, not disbursed - 3 billion tenge. The largest non-disbursement occurred in the following regions: in Almaty city, Aktobe, Mangystau and Turkestan regions," the minister concluded.
